If i use a voip service on my cell phone like justvoip, do I get charged my regular cell minutes?

Hi again…just spoke with my Wireless provider (Rogers in Canada) and they said that they do charge you your daytime cell minutes for VOIP calls. Man, even when it’s over a wifi connection, they’re able to sting you. Any different in the U.S.?

No charge on phone talk plan
But on packet data plan(net plan) in other words voip uses internet
It would be free if you use wlan, wifi services of establishments
